 Position Summary

The Director of Human Resources will report directly to the Vice President of Human Resources.  This position requires an innovative and technically oriented leader. She/he/they will provide day to day direction and leadership to the HR team. Focus on leveraging technology to improve operational and transactional services and be a strategic partner with the VP of Human Resources. Responsibilities further include evaluation and development of recommendation to improve Human Resources administration, procedures, policies, programs, and training.  The Director exercises considerable initiative with wide latitude for independent judgment. Responsible for developing and implementing best practice human resource management in employment processing, compensation, health and welfare, training and development, records management, employee relations and EEO compliance.  They are responsible for assisting the Vice President in creating and implementing HR policies and programs that enable the agency to reach its business goals. It is the job of the Director to assess all HR practices and make sure they are implemented consistently and provide expert advice, support, and training to the rest of the department and agency. 

 Specific Duties and Responsibilities

  • Manage the HR team toward high performance, establishing appropriate goals and providing effective coaching and support.
  • Evaluates opportunities to improve payroll processes and systems to ensure accurate pay and reporting.
  • Develop new or refine existing policies, procedures, and systems, ensuring consistency and optimal performance when it comes to essential HR tasks such as hiring, promotion, onboarding, recruitment, and performance management.
  • Establish departmental objectives aligned with organizational strategic goals and identify opportunities to refine our HR practices that supports goal to become an employer of choice.
  • Evaluates the performance management system to ensure its effectiveness. This includes making sure that it’s properly implemented and considers the needs of the employees working at all levels within the agency.
  • Overseeing and refining employee onboarding, training, performance management, and career development programs, partnering with employees and supervisors throughout the organization.
  • Determine employee needs proactively and supports employee development, enhancing job satisfaction, and forecasting staffing needs.
  • Planning and compliance with a focus on quality control, mitigating risk, and designing accountability mechanisms.
  • All other duties as assigned.

  • Possess strong computer skills, ideally with experience implementing or administering effective HRIS.
  • An outstanding supervisor who provides guidance and professional support to staff, offering regular feedback and serving as a mentor.
  • Demonstrates superior systems, policies, and procedures experience.
  • Ability to identify, analyze and solve complex technical problems.
  • Must possess exceptional oral/public speaking and written communication skills.
  • Experience planning and leading strategic initiatives to completion.
  • Experience with developing and providing training on systems and HR policies and practices.
  • Superb judgement and integrity, unparalleled confidentiality, and sophistication in all aspects of work.
  • Thorough understanding of the best HR policies, practices, and procedures.
  • Proven experience with overseeing and processing payroll.
  • Experience with data analysis & presenting data.
  • Highly organized & detail oriented.
  • Strong project reporting skills, with a focus on interdepartmental communication.
  • Experience with KRONOS/UKG payroll and HRIS systems.

Minimum Education and Training

  • Bachelor’s degree in Human Resource Management or another relevant field or equivalent experience. Master’s degree preferred.
  • At least 10 years’ experience in a leadership role in human resources and managing staff.
  • PHR, SPHR, SHRM-CP, or SHRMSCP certification is desired.
  • Experience in benefits administration, HR systems and/or payroll is preferred.

Salary Range:  $144,545.00 to $187,908.00

This position has been designated as “Mobile” under MassHousing’s Alternative Work Schedule (AWS)-hybrid work model.  However, during the first 90 days, the employee may be expected in the office more frequently for training and onboarding.
